Todd Mann
President & Chief Executive Officer

Todd Mann is the President and Chief Executive Officer at Harlingen Medical Center. He joined the award-winning Harlingen Medical Center in November 2008.

As President and CEO, Mr. Mann oversees the operations, clinical and financial functions of the organization.

Prior to joining Harlingen Medical Center, Mr. Mann served as the Vice-President of Austin Market and Chief Executive Officer for Hospital Partners of America (HPA), where his responsibilities included developing a market presence in Central Texas through acquisitions and/or building of new acute care and surgical hospitals. He also served HPA, as System Chief Operating Officer in Houston, Texas. Additionally, he has held the position of Chief Executive Officer for hospitals in Florida and Texas with Iasis Healthcare. Mr. Mann has had ovesight of hospitals ranging from 112 beds to multi-hospital systems with 546 beds.

Mr. Mann launched his career in healthcare with Hospital Corporation of America (HCA) where he held various executive level positions. 

Mr. Mann earned a Masters degree in Healthcare Administration from Texas State University in San Marcos, Texas.

Brenda Ivory
Chief Operating Officer & Vice-President of Clinical Services

Brenda Ivory is the Chief Operating Officer and Vice-President of Clinical Services at Harlingen Medical Center. She joined the award-winning Harlingen Medical Center in November 2005.

Ms. Ivory initially joined Harlingen Medical Center as Director of Nursing. She was shortly promoted to Vice President of Clinical Services and then continued on to assume the dual role of Chief Operating Officer and Vice-President of Clinical Services. 

Ms. Ivory launched her career as a Registered Nurse. She has since held various leadership positions in healthcare.

Harvey Torres
Chief Financial Officer

Harvey Torres is the Chief Financial Officer at Harlingen Medical Center. He re-joined the award winning Harlingen Medical Center in May 2010.

As CFO, Mr. Torres is responsible for the administration and evaluation of the financial status of the organization. He is also responsible for the design and implementation of new fiscal procedures and controls. 

Mr. Torres initially joined Harlingen Medical Center as the Assistant Controller and was then promoted to Controller. Prior to returning to Harlingen Medical Center he served as Controller for Laredo Medical Center in Laredo, Texas, where his responsibilities included the administration of day-to-day financial affairs.

Mr. Torres launched his career in healthcare as an accountant. Since then, he has held the roles of Internal Auditor, Director of Accounting, and Chief Financial Officer.

Mr. Torres earned a Bachelors degree in Business Administration from the University of Houston-University Park, in Houston, Texas.
